Job Purpose

To manage the program, interface, cost and budget control, procurement planning, and tender support as well as contract and commercial control in addition for risk management through the projects.

Functional Responsibilities
  • Oversee the overall performance of the sector and ensure KPI’s are well-developed, cascaded, and communicated
  • Develop and maintain design standards and processes that achieve the quality vision of client
  • Recommend and implement agreed development processes and standards with Program Managers and Cost Consultants including BIM modeling, project administration, and reporting through to the completion of projects and handover
  • Maintain commercial and financial controls across projects ensuring contractual and budgetary compliance
  • Oversee effective end-to-end project development and management central to the organization of projects, coordinated across client's Stakeholders, and where relevant with partners, external parties, and authorities.
  • Ensure effective staffing, professional development, and deployment of staff of the sector.

Managerial Responsibilities
  • Contribute to the sector’s short and long-term strategy from the Department's perspective in line with the client's overall vision and mission.
  • Develop the Department's strategy, objectives, KPIs annual operational plans and ensure plan execution is meeting the targets.
  • Prepare and submit the Department's annual budget for approval taking all planned activities and necessary investments into consideration by monitoring the financial performance.
  • Oversee the development, maintenance, implementation, and adherence of the department policies and procedures as well as the overall performance of the department and ensure KPI’s are well developed, cascaded, communicated, and monitored.
  • Ensure effective staffing, professional development, and deployment of staff of the sector in consultation with the Sector Executive.
  • Direct the Department's connection to its customers, whether internal or external, to ensure customer needs are met effectively.
Job Requirements
  • Bachelor’s Degree in architecture, design and construction management, or architectural technology (Master's Degree preferred)
  • 10 years of relevant experience with 5 years in a managerial role.
  • Written and Oral proficiency in Arabic & English languages.
  • Excellent communication skills.
  • Time management and organization skills.
  • Familiarity with standards, regulations, best practices, and performance standards.
  • Maintains a high standard of professionalism, presentation, personal integrity, and customer support.
  • Decision-making ability and leadership skills.
